How to update via terminal when updates are marked not upgraded...?

Is there possibility to update packages that are marked "not upgraded" in terminal?

I suspect they are from kernel updating that went awry(see https://ubuntuforums.org/showthread.php?t=2478651)

I use 22.04 LTS and my computer is Sony Vaio.
