Download frozen

New user. I am attempting to download Ubuntu onto a Intel NUC which does not have a operating system installed. I get to the slide show of features. A box at the bottom of the page says Creating ext 4 file system for/in partition #2 of SCS14. I have let it load for several hours with no change and the busy icon is active.
How do I compete the install? Thanks
