Permanently anonymous email

There used to be an email service called anonymoussppech.com based in Europe. It seemed to me that using this service one had complete protection from all the varieties of thought police which now abound, government or otherwise. One could set up an account with no name, address or credit card. One simply took the risk, and mailed in cash in an envelope with no return address, and a user name/password, and the account was set up.

I assume one would log in online with a VPN. Suppose some entity inquires: Our records show that "dumbasapost5000@anonymousspeech.com" has threatened to expose the truth about a high government official. We demand that you reveal his/her identity!!!" The only answer they could give is: "We have no idea who this person is, and no way of finding out."

Is anyone aware of a similar anonymous email service provider? I'm not much of a tech person, please correct me if I'm wrong, but it seems that as long as an email account was set up with a name, that email address can always be traced to a specific person if enough threat were brought by a powerful agency. Yes, I suppose one could send encrypted emails, but would not be able to post on any public site.

Is such a level of anonymity possible?
