RealTek / Ubuntu 23.04 / Linux 6.2.9.0.23-generic - Wifi Stops After Startup

Problem: Ubuntu 23.04 wifi stopped working after I updated my system on 6/18. I've been successfully running 23.04 on my laptop for about a week without a hitch (with and without my VPN).
Now, I only have wifi for a few seconds to a few minutes before it stops working and all visible networks disappear from settings. When I restart my computer, I momentarily have internet access again.

Things I've tried:
I tried changes in Settings and netplan. Then I tried changes with Resolvectl and resolv.conf.
I removed & purged NordVPN (even though it was disabled). That didn't help.
I reinstalled 23.04 from USB, updated & upgraded apps, and restarted my computer. That didn't work.
In case it is relevant - I run Ubuntu 22.04 on another laptop on the same network and I don't have any issues. But I can't seem to replicate the settings to make it work on my new laptop.

Questions: Any ideas on what I should try next? Also, is there a preferred utility/method for setting DNS servers and disabling IPv6?
