Setup does not run -- Gmail and Google Drive installed on computer

On the desktop, on the top right corner, the set up (with the icon with a wrench and a screwdriver) does not run since days ago.
I also use this thread to ask about one of the lasts Google Chrome updates: it installed Gmail and Google Drive on my computer programs, and I do not need nor want them.
