Screen flashes constantly when Try/Install option is selected for Ubuntu Desktop

I am trying to install Ubuntu Desktop 22.04 from a USB drive. I have made the install USB drives using both balenEtcher and Rufus. It will boot into the selection screen and if I choose Try/Install Ubuntu I can see the first two lines of code running then the screen just constantly flashes and is completely unreadable. If I select the boot option for safe graphics mode it will boot fine but a lot of the screen is cut off and I cannot get to the install button after making my selections. I have tried modifying the GRUB boot commands with set gfxmode and specifying a series of resolutions to try, I have tried multiple monitors etc. I am trying to install on a Dell Poweredge R710 and the video connection is VGA.
