'Ctrl' key doesn't get passed to games

Ahoy,

I've tried playing FTL and Cogmind via Steam (Cogmind uses the compatibility layer). However, in either of these games, and in Wine, the Ctrl key isn't getting registered. Also, if I press Ctrl+Shift+U (a valid key combo in Cogmind), it opens up that little unicode entering text box instead of sending it to the game.

I can't find anything through search engines on this... any ideas? I'm not sure where else to check in the OS for what's causing this.

I'm on Ubuntu Budgie 21.10.

Oh, the Ctrl key works fine in the OS for all the usual stuff, Ctrl+X, C, V and whatnot.
