Desktop Mirroring Home Folder Contents

I have attempted a few fixes for this, including creating a new Desktop folder and using the "xdg-user-dirs-update --set DESKTOP $HOME/Desktop" command. I've also tried manually changing the file in the user-dirs.dirs file from XDG_DESKTOP_DIR="$HOME/" to XDG_DESKTOP_DIR="$HOME/desktop" and rebooting. It sometimes works temporarily but eventually goes back to mirroring the files on startup. I've even done a clean install and an OS upgrade and am still having the same issue.

Does anybody know a permanent fix for this problem?

Edit: I was using 22.04 and am now using 23.04
