Bluetooth Game Controller Not Found by Games in Ubuntu 20.04

I have a Bluetooth Switch Controller and an Ouya controller, yes I had one of those and loved it. Both connect to my laptop via Bluetooth. when they are connected, both are listed in my Bluetooth devices list. Both show up in JSTest-gtk. I can calibrate them and test the button ids in that utility. But when it comes to play games, they are not found.

Steam does not find them at all. Steam sees my usb controllers just fine, but does not register that any Bluetooth controllers are connected. Same goes for games not loaded via steam (such as games purchased through GOG or itch.io). None of them can see the bluetooth game controller.

Why would these controllers connect but not be seen by games?

I am more than happy to provide any necessary settings or output needed to figure this out.
