Title: Installed new GPU, system fails to boot after clean shutdown

I recently upgraded from an AMD RX 570 graphics card to an AMD RX 6600. After installing the new graphics card, the system initially booted up without issue. After a "clean" shutdown, however, the system fails to boot with this message:

[FAILED] Failed to start Detect the available GPUs and deal with any system changes.
After a "hard" shutdown (holding the power button until the computer shuts off) and rebooting, the machine boots without issue. What could be causing this behaviour? It's not really a huge problem per se, but it is rather annoying. Any help would be quite appreciated.

OS: Xubuntu 22.04.2 LTS x86_64
Kernel: 5.19.0-46-generic
CPU: AMD Ryzen 5 2600
GPU: AMD ATI Radeon RX 6600
